As such, the province just made some changes to its food premises ordinance, effective Jan. 1, relaxing some requirements for certain home-based food businesses.
While there are public health requirements that all food manufacturers must follow, wherever they produce products, home-based food businesses that “prepare only low-risk foods” are recently exempted from “certain regulatory requirements, such as designated handwashing facilities in food premises, compliance with commercial dishwashing requirements and training certification in food handling.”

So what are “low risk” foods? According to the province, they are “generally considered non-hazardous and do not require time and temperature controls.” Examples given are:

The 67-cent increase — from $8.33 to $9 a day starting July 1 — is double the amount long-term care companies have requested. It follows advocacy by advocates and a Star story that detailed the kinds of cheap, processed foods being served to seniors in nursing homes.
“This new funding will allow households to buy local produce, fresh fruits and vegetables more often,” said Cathy Gapp, director of AdvantAge Ontario, the recently renamed organization that stands for not-for-profit households and rural communities.
Despite the extra funding, seniors still get paid less than Ontario prisoners who get $9.73 a day.
Tight food schedules meant many households gave processed meats, frozen vegetables and canned fruit to Ontario’s 77,000 nursing home residents. Critics say cheap food is changing the population. Gapp argues that nutritious and culturally familiar foods can help many residents—especially those with dementia—find peace and contentment.

The regulations of the Ministry of Health and Long-Term Care prescribe the types of food and nutritional requirements for each meal. There must be a certain amount of protein, fiber, vegetables and fruits. The problem is that many households meet these requirements by offering cheap food that provides calories with little nutritional value.
The Ministry of Health sets food allowance per day. There have been small increases in recent years, but no guarantee of increased funds to keep up with food inflation. Until the 2017 budget increase, appropriations increased incrementally, from $7.80 in 2014 to $8.33 in 2016. The 2017 increase will cost an additional $15 million.
A ministry spokesman said households have the flexibility to dip into other “envelopes” of funding for extra money to spend on food. Many municipalities or not-for-profit households regularly top up per diems with money from outside projects.

Most homes have a commercial kitchen in the basement where food is prepared, decorated, and then brought up on carts. Staff in each residential unit have to show residents two different samples of food and choose one. The sample food is thrown in the trash.
The Long-Term Care Association and Dietitians of Canada lobbied all governments to improve raw food funding. A 2015 survey by Dietitians of Canada found that many Ontario households were struggling to provide residents with nutritious meals. The report concluded that households “are serving cheaper protein foods and fewer fresh fruits and vegetables due to budget constraints.”
Candace Chartier, CEO of the Ontario Long Term Care Association, said the “dramatic” increase will help nursing home planners avoid worries about future price increases and allow for innovative meals for residents with special needs.
Residents who can’t swallow whole foods could benefit from dietary advances that, for example, make mashed meats that look like regular steaks, she said.

“This will enhance the lives of residents,” said Chartier, whose association represents private and not-for-profit long-term care homes.
Chartier defended the meals served at long-term care homes, saying most offered delicious, high-quality dishes, but nursing home advocate Kathy Pearsall questioned how the new money would be used.
“It sounds great,” said Pearsall, a spokesperson for Concerned Friends of Ontario. “My concern is that households will buy commercially prepared foods that are expensive and eat up a lot of raw food costs.”
Gapp, of AdvantAge Ontario, said the fight for better food is not over
yet. Households need better cultured food and the Ontario government must commit to an annual increase to keep up with food inflation, she said.
